While each ruling elite has attempted to counter Western influence, particularly growing American power, and these efforts will be noted, they did little to change the prevailing trend which point to growing Western hegemonic ambitions in Africa. However, this may be changing. New global environment, new continental context, new type of governments and national political dynamics, missteps and embarrassments (double standards)of external actors ,all add up to the evolving situation we are entering right now.
